Follow-up of international negotiations on biosafety and information of French-speaking stakeholders

Les décisions prises dans le cadre du Protocole ont de larges implications dans les pays Parties, en particulier dans les pays en développement. Or, les enjeux de ces négociations ne sont pas toujours très bien cernés par les négociateurs francophones de pays en développement. Une des raisons principales est le manque d'information en français. Hormis les documents préparés par le Secrétariat du protocole, la majorité des documents d'information sont en anglais. Le besoin d'information en français sur les enjeux du Protocole a été exprimé à plusieurs réunions du Protocole par les points focaux nationaux. Au-delà  des négociateurs, les comités nationaux de biosécurité dans les pays, qui sont chargés de définir un cadre national de biosécurité dans le cadre du projet PNUE-FEM, sont demandeurs d'information. Il en va de même pour la société civile. Ces demandes se sont notamment exprimées lors d'ateliers d'information sur les OGM organisées avec le soutien du ministère français des Affaires étrangères. Dans ce contexte, la diffusion d'une information en français sur les enjeux des négociations du protocole Biosécurité est indispensable, pour les négociateurs, comme pour les autres acteurs impliqués dans la mise en œuvre du Protocole au niveau national. C'est ce besoin que le GRET souhaite combler en diffusant des documents d'information en français aux acteurs francophones, en particulier ceux des pays d'Afrique.

National level activities
Institutional capacity building of negotiators and of National Biosafety Committees and awareness-raising of organisations of the civil society

Goals
- Enhance knowledge and better understanding of issues at stake in the Biosafety Protocol negotiations by the Francophone stakeholders involved in biotechnology risks prevention.
- Strengthen negotiations capacities of negotiators

Objectives
Inform stakeholders of Francophone countries, in particular those from Africa, involved in biosafety (negotiators, membres of National Biosafety Committeesn NGOs, etc.) on the issues at stake in the Biosafety Protocol, by providing background and analysis papers on the meetings held under the Protocole (Meetings of the Parties, technical experts group, etc.).

Main outcomes
- Better knowledge and understanding of main issues of the Biosafety Protocol
- Use of the information documents as tool for decision making during the negotiations.

Lessons learned
These information papers can be a useful tool to negotiators in the design of position and decision making during the negotiations. However, other activities such as workshops would be needed prior to each negotiation to ensure that issues at stake are taken up by negotiators, and that national stands are designed and shared by the other stakeholders involved in the debate.
